Press release from San Angelo Police: "A twenty-year-old San Angelo man out on bond for a Manslaughter charge was caught with a handgun yesterday afternoon in the Sunset Mall Parking lot, 4001 Sunset Drive.
Xavior R. Arzola, 20, was detained for suspicious activity surrounding a vehicle’s car alarm that was going off in the parking lot in what appeared to be a vehicle burglary in progress. Another subject, a twenty-year-old San Angelo man, was also detained but later released.
During the investigation, the vehicle’s owners eventually exited the mall and advised Police that Arzola and the other man had consent to be in the vehicle; however, Police located a semi-automatic handgun where Arzola had been seated.
Arzola was charged with Unlawful Carrying Weapon and was transported to the Tom Green County Jail without incident."
Arzola's bond was set at $500 and he was released from jail on November 20th just before 8:30 p.m.

Xavior R. Arzola of San Angelo, has been charged with manslaughter after the fatal shooting of Victor Omar Duarte, 18, Wednesday, according to the San Angelo Police Department.
After 5:30 a.m., San Angelo police were called to a residence located in the 1800 block of Edmund Boulevard after a report of a shooting victim.
Police located Duarte, deceased, inside the residence.
Less than a mile away authorities arrested Arzola on the 2200 block of Raney Street.
A witness told police that "several occupants fled the residence after the shooting," according to a press release.
While this is still an ongoing investigation, "detectives know Duarte was inside the residence with Arzola and several other occupants when Arzola recklessly handled a firearm and caused it to discharge and strike Duarte," according to SAPD.
It is believed that drugs played a role in the shooting.
The police said this is an active investigation and that no additional information has been released.

A complaint written by a detective with SAPD says: police were dispatched to the home on Edmund Boulevard where a woman told them Omar Duarte was dead in the kitchen.
Police interviewed Xavior Arzola, who waived his Miranda rights. Arzola told them he picked the handgun up off of the bar and it went off and admitted he killed the victim. Arzola also admitted to using Xanax, cocaine, and alcohol
The woman who originally met police at the scene said that she had been with Arzola earlier that night and that he had been in a fight at Angelo Place Apartments. She said he had the gun with him and was agitated even after leaving the apartments and arriving at the house on Edmund.
She told police that she along with two others, Duarte, and Arzola were in the kitchen and Arzola was displaying the gun and was trying to spin it on his finger when it went off and Duarte was shot in the head.
The report also says police found cocaine in the home in a trashcan in the kitchen.
