Texas House of Representatives pass new college admission bill

Texas Representative Chris Turner’s HB 449 passed through the house Wednesday, which would require all Texas colleges and universities to notate a student’s transcript if he/she is ineligible for re-enrollment as a result of serious code of conduct violation.

SAN ANGELO, Texas — “The academic transcript is a very important document when a student is transferring from one institution to another and when there is not a notation there the receiving institution of that application that the student wants to transfer to is place in a vulnerable situation,” Dr. Javier Flores Angelo State University said.

Texas House of Representatives passed HB 449 Wednesday which would require all Texas colleges and universities to notate on a student’s transcript if they are ineligible for enrollment because of a code of conduct violation.

“House bill 449 isn’t saying an institution can’t admit them it’s simply saying you have to have that notation so if you expel someone based on a sexual assault case you need to note that on their academic transcript,” Flores said.  

Sexual assault, arson, or terrorist threats or just a few examples of actions that could result in a student having a notation on their academic record. Flores said this is a step in the right direction for the well being of students.

“That is a bill when we reviewed if enacted we are already in compliance with the bill,” Flores said.


House bill 449 does allow universities to keep their students safe by knowing up front who they are allowing in and who could possibly put others in harms way.

“Absolutely I think it makes the community safer because we are aware then which students we are admitting,” Flores said.
