Two people have been arrested after a long-term investigation of prostitution at two massage parlors in town.
Hai Xiang Liu, 53, was charged with a class B misdemeanor for massage therapy license/owner violations, and Mei Fang Shi, 35, was arrested for a class B misdemeanor prostitution. Both suspects are now at Tom Green County Jail.
This investigation was conducted with undercover operations at Sakura Massage, located at 1021 Caddo St. and Asian Massage, located at 3292 Sherwood Way.
During the investigation, agents interviewed personnel in attempt to determine if human trafficking was involved. Based on those interviews, it was determined there was no evidence of human trafficking.
Out of the two establishments, one was identified to have prostitution. But, both establishments were in violation of various statutes of Chapter 455 of the Occupation Code, which states (in part); persons cannot operate as Massage Therapist unless they are properly educated and licensed by the Texas Department of State Health Services; licenses have to be openly displayed inside the business; and that it is a violation for the owner/operator to allow unlicensed Massage Therapists to work at a Massage Establishment.
