Cyber tip leads Tom Green County deputies to man suspected of possession of child pornography

If you suspect someone is producing or downloading child pornography, report it to NCMEC or the Tom Green County Sheriff's Office.

SAN ANGELO, Texas — An April 2024 cyber tip sent from the National Center of Missing and Exploited Children relating to the possession of child sexual abuse material lead to an investigation and the arrest of a man the Tom Green County Sheriff's Office says is in the country illegally.

For the second time in two weeks, the TGCSO executed a search warrant for possession of child pornography. After receiving the tip and launching an investigation, Carlos Beltran Montes De Oca, 29, was identified as a suspect.

Probable cause was established, then on May 24, a search warrant was executed in the unit block of West 18th Street in San Angelo. De Oca was arrested and charged with six counts of possession of child pornography.

Multiple electronic devices were seized and will be forensically searched. Other evidence found during the investigation established De Oca to be in the United States illegally, the TGCSO said.

The investigation remains active and additional charges are expected.

The Tom Green County Sheriff's Office said it remains steadfast in its resolve of actively investigating crimes of child exploitation and works to protect children by using the latest technology to track down and arrest some of the most profoundly evil predators online.

All parents and teachers are urged to become aware of the risks children face on the internet and take steps to help ensure their safety.
