APD: Haskell man arrested for promotion of child pornography

According to the Abilene PD, Joseph Cooter Payne is accused of having more than 200 images of child exploitation materials, including child pornography.

HASKELL, Texas — The Abilene Police Department assisted in the arrest of a 37-year-old Haskell man for promotion of child pornography.

According to an APD press release, the department’s Cyber Crimes Unit, along with the Texas Department of Public Safety Criminal Investigation Division, executed a search and arrest warrant Monday, March 30, at a home in the 700 block of South 11th Street in Haskell. The warrant was executetd after receiving a tip from the National Center for Missing and Exploited Children.  

Joseph Cooter Payne, 37, was arrested on scene for second-degree felony child pornography.

Payne is accused of downloading and sending more than 200 images of child exploitation material, including child pornography. Electronic evidence was seized from the home.

The release stated Child Protective Services was notified because of children being present in the home.

Payne is being held at the Rolling Plains Detention Center on a $100,000 bond.
